You can't do (1) in DX.

(2) is a PITA. Look at the AutoAxes module (not the built-in function in Image). You could (I have with effort) construct a second axis object that appears to superimpose on the main one.

But it's probably not worth the effort. So just export the image to Photoshop and fix it there. If it's an animation, I use After Effects (and Photoshop) to construct a mask image with the non-changing axis labels, then composite that over the DX created 'data' imagery.
