Brent,

Check the document'n for {Image} to see how to create a MIFF file based on consecutive frames (which you might produce using {Sequencer}).

I used Image Magick to create MPEG's from the MIFF files, but found there was a bug in the codec: it would only work if the "quality" was left at default ("75%", I think). I later found I could use IM to convert the MIFFs to MNG files. MNG is a lossless format based on GIF, but with improved compression; you can play the files with mngsvr or IrfanView. If you still want MPEG, I suggest you follow Kent's advice.

(I also tried MPEG2 and had problems; it sounds like Kent had more success with his approach.)
