I think we should not be focusing *only* on "converting" the gov to
open-source. While that is something we would all like to see, it is also
probably the hardest. I would like to suggest a way by which the government
can help and empower young open-source focused companies. That is to create
"national projects" that will only be worked-on through "local companies,
utilizing open-source technologies". This should enrich and empower the
local market with professionals and companies able to attack large projects,
which will definitely help on the longer term goal of converting the whole
country. Lack of local projects preferring or needing open-source
technologies is definitely a problem facing local companies, and is a point
