Even if we're good enough we don't look good enough... If the government wants to pay loads of money to some foreign company to implement the system why not make it an opensource company ? There must be a few companies that build these systems based on opensource software. Companies like these would have the professional image that the government wants and will also provide us with control over the system since we have the source code. Please lets discuss this and start doing a small research. I think this would even allow small companies in Egypt to implement at least parts of the system and would save us a lot of money.
