There is an error in the file name for the Instruction proposal PDF; for the moment, please manually adjust the URL you use to be _instruction.pdf. The URL will be corrected in a few days, but we have to do a tedious 2-part rename process in Subversion to get rid of the problem.
[---- THIS PART only for people who routinely maintain a local copy of the openehr specification repository; OTHERWISE IGNORE----] You should do an SVN update operation on your local specification repository - this is to correct a case error in file name of the instruction.pdf which is under the proposals directory. Case name changes tend to break Windows copies of subversion (I don't know how badly). When you update, the first part of the rename will have been done - Instruction.pdf -> _instruction.pdf I will do the second part in a few days' time, which will be _instruction.pdf -> instruction.pdf. I will also signal a required update then. This tedious process is the recommended one for fixing case name changes in Subversion (but it is really Windows' fault, not Subversion's). Apologies for the inconvenience.
