part of the answer is to have what we call an EHR Index service - see in
the Service Model overview
<https://specifications.openehr.org/releases/SM/latest/openehr_platform.html#_openehr_platform_model>.
That is implemented by some of the platform vendors, but not yet
officially standardised among them. See section 7
<https://specifications.openehr.org/releases/SM/latest/openehr_platform.html#_ehr_index_package>for
more technical detail. The ids stored in this kind of service are
normally ones from an MPI, but could be from anywhere.

What is the current most logical standard practices for (openEHR)
administrators/community to handle patient matching issues if it
involves sharing patient records between openEHR platforms and
propriety EMR platforms?
Is there a role EMPI can play to assist this process (identity
matching) within the openEHR standard regime? Or openEHR standard has
a special build-in mechanism to handle this matching issue?
