I'm not so confident that the excessive proxies are the cause of the permgen problems. I do agree that this is almost certainly not an OpenEJB problem.
I do know that Geronimo has a ClassLoader memory leak when deploying/ undeploying an apps. I'm currently working that problem (there's a Geronimo jira). Decent chance that this problem is causing your problem in tests...
