That mechanism was introduced to solve a different and rather specific problem. It might be true that it isn't entirely intuitive, and there might be a bit of a lack of clear documentation describing how it's meant to be used from the DISTRO maintainer's point of view. Possibly that's the common thread that runs through all of this discussion. p.
