We do both: "fixes" layer(s) with bbappends for stuff that can be done that way, and a local mirror of the upstream repo where we backport patches that can't be done with the "fixes" layers. The "fixes" layers are nice because it's a clear record of what you changed from upstream which is nice when upgrading to newer versions of the layers which is why it is preferred.
