It is clear that mips and powerpc usage is in decline. I'm reluctant to
drop support completely as I think it is a valuable asset for OE but I
think the time has come to cut back on the testing we're doing. A lot
of the burden for keeping these alive is falling to a small group of
people who aren't in a position to keep doing it.

As such I'm planning to cut back on the "on target" heavier testing
we're doing, basically the long running pieces and focus on what we can
do minimally.

As part of this I'd probably put qemuppc64 pieces into the mix as that
is much more maintained than the 32 bit side of things and we do get
reports when host support for qemuppc64 breaks.

I need to run this past various groups including the TSC but plan to
move quickly as I'm intending this to go into the current release. The
recent experiences with apathy over qemuppc issues is what is pushing
me to decide to do this and if we do it, it is best done now rather
than closer to the LTS.

If anyone strongly objects to this let me know and we can discuss how
you can help maintain it!
