Thanks for putting this together. I'm basically in favour, it has long
been our intent to clean this all up.

I was looking at the current situation and I think we already advised
people to move away from things using SPDXLICENSEMAP with tools like
scripts/contrib/convert-spdx-licenses.py. Could we drop the current
contents of SPDXLICENSEMAP now? In theory everyone already migrated
those?
