I was thinking something along these lines:

TUNE_PKGARCH = "armv7${SUFX2}"

"-mfloat-abi=hardfp", "-mfloat-abi=softfp" ,d)}"
SUFX2 = "${@bb.utils.contains("TUNE_FEATURES", "callconvention-hard", "-hfp", 
"" ,d)}

PACKAGE_EXTRA_ARCHS = "${TUNE_ARCH}${SUFX2} armv4${ENDSUFX}${SUFX2}

Where "hardfp" support might be in tune-arm-feature-hardfp.inc
