Ah, I assumed it was local to 'pkg' when iterating over packages.
So should it be:
rdepends = bb.data.getVar('RDEPENDS_%s' % pkg, d, 1)
[..]
bb.data.setVar('RDEPENDS_%s' % pkg, rdepends, d)
?
