We have discussed this in OE TSC meeting yesterday:

tsc suggested to use LAYERVERSION bump in oe-core with
LAYERDEPENDS_meta-python update in meta-python, so that people will need to
update both layers (or neither if they really cannot).

Joshua volunteered to send patches if everybody agrees on this proposal.
