This is really just RFC, if there is an agreement that we need to resolve this, then we might also introduce package specific licenses as even our old bbappend was adding BSD only to glibc-extra-nss, PN-dbg, PN-dev, PN, PN-staticdev and PN-utils, but that's from eglibc-2.17 days and would need to be re-checked in current glibc sources.
