That suggests that is running a copy of installer which isn’t ours. Do you
have local changes to the python3-installer recipe? Is this reproducible with a
plain checkout of poky/langdale with no BSPs or other patches?
[Sandeep]: We have a patch from Tim for meta-juytper

may be that might be causing the issue.
