The kernels are released via script, so the sknew should never happen.

But looking at the series, I see what the issue is. I ran the script
against the yocto-bsps, versus oe-core, so it has jumped the version.

If you just drop the patch: linux-yocto/5.15: update to v5.15.84

I'll send a v2 of it shortly.
