What do you mean do_populate_license task?  I’m confused as to what you’re 
trying to say here.

PD in the LICENSE field means “public domain”, and whilst there’s a bigger 
discussion about what “public domain” actually means in the real world, there 
is no doubt that pixman does in fact contain public domain code:
