bblayers.conf.sample opens thusly:
# LAYER_CONF_VERSION is increased each time build/conf/bblayers.conf
# changes incompatibly
LCONF_VERSION = "4"
that's confusing since the variable in the comment doesn't match the
variable being assigned. clarification?
