Blueprint-compiler is a markup language and compiler for GTK 4 user interfaces.
Move it from meta-openembedded to openembedded-core as it is required by epiphany 49.2. The original author Liu Yiding, is willing to continue maintaining the recipe. Add him as maintainer for this.
