When a distro sets VIRTUAL-RUNTIME_dbus = "dbus-broker", systemd RDEPENDS on dbus-broker, which RCONFLICTS with dbus. dbus-ptest RDEPENDS on dbus, so core-image-ptest-dbus fails in do_rootfs:
