Python 3.6 has been EOL since 2021-12-23, long before the initial Scarthgap release, so making the minimum Python version 3.7 is ok. The other significant change here is the build system, but that should not affect users of certifi. Then we have the usual GitHub Actions workflow changes (irrelevant) and cacert.pem changes (which we actually want).
