Not at the moment, although it is a convenient shortcut for "bitbake -c install <recipename>" (which is all you need to do for "devtool deploy" - note that "deploy" is distinct from our do_deploy, it could perhaps benefit from a better name). The other reason it's there is more for use as part of the SDK where the intention is to do everything through the devtool command, although that is a usage model that isn't enabled yet.
