The manpages.bbclass adds the 'manpages' PACKAGECONFIG but this isn't
defined:
ERROR: QA Issue: udpcast: invalid PACKAGECONFIG: manpages
[invalid-packageconfig]
There is not an option to disable the manpages, so add a stub
PACKAGECONFIG to silence this error.
