NetHogs is a small 'net top' tool. Instead of breaking the traffic

Change the version to "0.8.8".

We will follow your suggestion to change it to 0.8.8.
There are also 6 patches that will be backported because 0.8.8 has
issues with meson.
We will send the v3 patch soon.
