pathtools3 is an abandoned Python 3 fork. Its last release (0.2.1) was in 2018 and the upstream original pathtools has been dead since 2011. Its only historical consumer, python3-watchdog, dropped the dependency long ago and is now at 6.0.0 in OE. Nothing else references it.
Drop the recipe and its packagegroup-meta-python entry.
