I've seen it with qemux86-64 and raspberrypi4-64 last night, both in DISTRO without x11 in DISTRO_FEATURES.
freerdp3_3.5.1 doesn't seem to have this issue, version 2 was fixed last week: https://github.com/FreeRDP/FreeRDP/commit/4f411197dc9d2076f00748b1178a60b2423030bf will send a backport.
