This is called a GREEDY dependency in ipkg.

For GREEDY dependencies, ipkg will install all packages it can.

So, since the locale files have the following type of dependency:

Package: glibc-locale-de
Version: 2.6.1-r4
Depends: libc6, virtual-locale-de
Provides: glibc-locale, de-translation

if you have virtual-locale-de installed and you installed glibc,
glibc-locale-de will be installed.
