I think you want to be creating a meta-toolchain. It will rooted at /usr/local. It is not. 'Relocatable' because it must br stay in /usr/local but it is better than just chuncking the OE toolchain around.
If you are trying to use C++ then let me know. I have a patch to get the toolchain working in my queue.
