Review: Needs Fixing Problem is, this dispatch piece of code is here because web client handling of menu actions is kind-of broken all around: in your branch, go to a sub-menu item with children and no action (sales > Configuration has a lot of them) and click on it.
You should see an error popup with the message "No action defined".
