You will probably need 2 products (one output and one input) inside one BoM in the 2 different units of measure. We had the same case to transform kg of apples in pack.
Other option that is probably not suitable for your case is using the double unit of measures in OpenERP UoS/UoM (UoS is only displayed for some documents and SKU are managed in UoM anyway) or purchase UoM (but it has to be in same UoM category).

Otherwise I could end up with many, many UoM configurations that are only there to support a single product.

Or perhaps I am missing something?

That is not the real scenario - it just seemed a better example. In the real case we buy Angle Iron in 6.1m and other fixed lengths (as far as the supplier is concerned that is a unit/PCE) then I use in different BoMs at various lengths such as 40.6m and 13.8m.
