It is totally *not* uncommon for a supplier to run promotions.

Example: You might buy product A to order, but your supplier calls and says, "hey - if you buy 20 this month, we'll give you another 20 free!".

This then goes into your stock, but as an MTO product it will still generate POs when sold, even though there is stock in your warehouse.

There are lots of scenarios where MTO is the "normal" but where stock will also be held...
