I don't remember a taken decsion of stay in 79 chars, but, IMHO, it is more simpler to check the PEP8 compliance of the code by using already existing tools. These tools are configured (by default) with 79 chars as line length. So, the rule of 79 chars by line is IMO the best. But, I think we should take a decision about that to clarify the situation.
