Not only that, but unless I'm mistaken setting `popup` if action.view_mode = 'form' means it's not possible to have an action with multiple views with the first (default) view a form, or even to have multiple form objects: the popup mode removes the pager, removes the view switcher, removes the sidebar and removes the action buttons.
