We actually always want to load every currencies (and thus every
currency rates). Using EUR as a reference currency with rate = 1 is also
not a problem.

Bug description:
Loading static rates for the currency without respect to the selected
currency at the time of creating new DB
It happens while creating db with or without demo data, select currency other
then EUR.
