Correcting the priority. Initially only the tooltip was wrong ...
filters that are not assigned to anyone were never really meant to be
'global'.

However after discussing this option further we felt it was a useful feature, 
but it requires more thinking:
 - deleting a user could make her filters global - need to handle that case
 - all clients need to update their builtin "Manage Filters" list to also 
display the global filters [or not!]
 - users may or may not be allowed to edit global filters in the "Manage 
Filters" list - maybe only members of the Administrative groups

This is basically a new feature that requires more discussion...

In the mean time, the 'surface' bug is fixed in trunk with a corrected
tooltip at revision 4008 rev-id:

  saved filter doens't work for all users

Bug description:
  v6

  - go to a search view, eg 'products'
  - create a new filter, like 'reference contains cpu'
  - save it and give it a name
  - enter 'manage filters' from here or from administration/customization/low 
level objects/actions/filters
  - delete the user filter. That should make the filter visible to all.

  Instead, no-one sees the filter
