Thanks for the review.
I have rechecked the issue and found that IE8 supports the syntax opt = new
Options ..., IE8 also supports to append the option, what it does not support
is it does not set innerHTML for the options, if I create a new option, opt =
new Option("newLabel", "newValue") and append it in $fmts, then it is appended
with no label.
So for this I have set the html of the option.
