it will be better to use domain like this:
*in hr_recruitment:
domain="['&', '|', ('fold', '=', False), ('department_id', '=', department_id),
('department_id', '=', False)]")
*in project and project_issue:
domain="['&', '|', ('fold', '=', False), ('project_ids', '=', project_id),
('case_default', '=', True)]")
