Bug description:
[Security Issue] Max 3 attempts to login should be allowed just like cpanel
http://www.cpanel.net/.
When login fails more than 3 times, user must wait 5 minutes to be able to
login again. When login fails more than 3 times again, user must wait 15
minutes to be able to login again. When login fails more than 3 times again,
user must wait 45 minutes to be able to login again.
