base_module_record does not work

Bug description:
The functionality of the module base_module_record does not seem to work. To
test use link: Administration>Customization>Module Creation>Export
Customizations As a Module OR Export Customizations As a Data File. After
clicking button 'Record', nothing seems to happen.
