The new API has been merged in the server, and the generic password-alteration 
fields (and wizards) have been removed from the corresponding view.

As a result, there is currently no way to for a user change a password in the 
web client (as the new API has yet to be implemented there) if he isn't an 
administrator. If you create a new database with the latest server trunk (revno 
3218/revid [email protected]) you should not 
have a way to change passwords from the Preferences dialog.
