Thanks for reporting this,
I have tested as your description and found that,
Its working fine with only first time, When I create second record in 'Partner
title' than it does not fetch from customer form view.
It will be fixed soon.

in web client, trunk, (tested on chrome and firefox)
to reproduce :
- go to Sales/Configuration/Address book/Partner Titles
- create a new partner title
- go to customer form view
- check items of the selection box "Title"
