Bug description:
Latest installations (exe and deb at 2012-01-24) when istall module
"document_ftp" it does not configure to start FTP server.
WinXP (server) - FTP server does not start (port 8021 is free)
Ubuntu10.10(server) - FTP server does not start (port 8021 is free)
Ubuntu11.10(server) - FTP server does not start (port 8021 is free)
