User in Filter form doesn't work if field left empty

Bug description:
Create a new filter on any search list,
Go in Administration > Customization > Low level obj > actions > filters,
select the filter you've created. The tooltip for the "user" field says the
filter is used for every user when field is set to false (empty). If we don't
put any user in that field, the filter won't be available for every user but
for none of them.
