I have checked this issue at my end but I did not face any
problem like re-upload so would you please provide
a more information like video or screen shot so I can
confirm this issue. I have checked this issue with trunk
Gtk as well as in new web client.

Bug description:
Changing import data options (like csv separator) trigger a file re-upload.
The uploaded file must be cached on the server while import form is not
closed and reparsed after every option change.
After the file first upload, a refresh (re-upload) button should
appear to easilly refresh cached file from the local one.
