My setup (since many years) is to use a reasoanble slow hardware and internet connection as well as production data to feel performance problems which are turning out to be very anoying only AFTER implementation. for creating merge proposal the contrary is needed. In this special case I would not make a merge proposal, because we would need some code which handles the renaming or deletion of modules correctly, which should only occur during development or due to an another error.
