I have checked your issue . Tax is mapping with all fiscal positions.
You mind have done some wrong configuration like type sale /purchase .Please
check further.

Bug description:
The tax mappings for fiscal positions in l10n_fr are quite incomplete: only
one of them actually contains mapping data.
The others are empty, but they should contain tax mappings instead.
