Hello Martha. IMHO this bug is not right.
I think you have a misunderstood about WHAT this field means. This fields are for security record reasons to have traceability of the recalculation of costs. I will set this bug as invalid, if you think im wrong i can share a lot of discusions that we had about this issue, 2 years almost planifying the best place for this field.....
