Server setup.py has been rewritten and uses a data() helper function.
sdist seems to work it is used for our tgz nightly build.

Bug description:
The 'data_files' argument to setup() is not recognised in setuptools
(whereas it was in distutils).
As such, the 'data_files = data_files()' line does nothing, and only
the Python files are produced in the output tarball.
