I think you must be misunderstood that menu.
Let me explain.
As I said earlier, "Cancel journal entries" wizard cancel the existing
opening entry. Suppose you have generated new opening entries for year
2013 by using wizard " Generate opening entries" . you Get "EOY" entries
journal and your all unreconciled entries of 2012 shift to year2013 or
create with this journal (Opening Entries Journal - (test)).
Now if you want to cancel this entries some of the reason . You can do
it by using "Cancel journal entries" wizard. All I have shown in
attached video . Please take a look.

The wizard needs a closed fiscal year, but only allows open fiscal years to
be selected.
The attached patch fixes the condition in the wizard.
